How fusion works in Persona 5 Royal

Fusing two personas of different arcana uses the fusion chart to pick the result's arcana. The game averages the two base levels, adds one, and gives you the lowest persona of that arcana at or above that level. Two personas of the same arcana give you the strongest persona of that arcana below the averaged level instead.

Royal also has treasure personas, rare shadows you find in Mementos and Palaces. Fusing one with a normal persona keeps the arcana but moves the result one or two steps up or down, which is the quickest way to reach a specific persona.
